First the bad. It IS a fan-work, but even ignoring that, it's a fairly generic shot of a Pegasus Pony in the clouds. While it IS pretty unique in that it's Fluttershy in this shot, rather than the usual Rainbow Dash, I can still fairly easily find similar pieces of art, but they won't be as good.
As for artistic vision, to me it seems fairly clear what you wanted to capture: Fluttershy being Fluttershy, and that's exactly what you've made.
Your technique is gorgeous. The sky blends seamlessly with the clouds, and said clouds are incredibly detailed, and pretty realistic looking. There's even further detail in Flutters and her Butterfly friend. I love her wings, and how you've spread the feathers out, and I like how you've tousled her hair as if she's been flying around for a bit. I also like how you made the butterfly the same colours as her Cutie Mark - that's a nice touch. Lastly, her eyes are INCREDIBLE, which I'll get to with impact.
Now, in the impact department, you've achieved perfection with me. This artwork is BEAUTIFUL, and that was the very first thing I thought when I first gazed eyes on it. Speaking of eyes, as I said before, Fluttershy's eyes here are just amazing. I'm a sucker for eyes, and here her eyes are intense, and glowing, and so full of life and I honestly wish eyes like these were real because they are the most beautiful eyes I have ever seen. With Fluttershy's eyes alone, you've made me fall in love with this picture, add in all the amazing artwork, and you have, in my opinion anyways, a work of beauty.
